President and Chief Executive Officer
Paul Strasser joined PPC as Chief Executive Officer (CEO) in 2014 following a distinguished 33-year career in Science, Engineering, Information Technology and Management Consulting, supporting mostly the US Federal Government.
Mr. Strasser is a growth-oriented leader with a track record of successfully building highly-collaborative teams to achieve outstanding results in customer satisfaction and business development. He focuses on technical strategy and tactical execution in high growth markets. Most recently, Mr. Strasser was the Senior Vice President at Engility Corporation (NYSE:EGL) following the merger with Dynamics Research Corporation (NASDAQ:DRCO) in January 2014. At DRC, he initially led Corporate Strategic Development and later transitioned into operations with full P&L responsibility in 2011.
Prior to DRC, Mr. Strasser was the Chief Operating Officer (COO) at Pragmatics for almost six years as they grew organically nearly five times during that period (2004-2010). Prior to Pragmatics, Mr. Strasser was vice president and division general manager for Titan Corporation's Enterprise Services and Solutions Sector.
Mr. Strasser has a Bachelor of Science degree in Meteorology from State University of New York at Oswego where he also minored in Astronomy and Marine Sciences. He later earned a graduate certificate in Information Systems Management from the University of Southern California.
He is active in several Industry Associations including AFCEA and the Industry Advisory Council (IAC). In 2013, he served as the ACT/IAC Industry Chair for the Executive Leadership Conference (ELC).
In 2013, Mr. Strasser was honored by being a Federal 100 Award recipient for work in Information Sharing supporting the Department of Homeland Security (DHS).
Chief Financial Officer
Mr. Karish oversees PPC’s Finance & Accounting departments. He has more than 30 years of financial management experience and is a Certified Public Accountant with former “Big Four” public accounting firm audit experience. He has held positions of Chief Financial Officer, Treasurer, and Chief Operating Officer for multiple federal contractors and companies such as National Security Partners, Government Sales Force, Digicon, and SI International, and served as President/Chief Operating Officer of InfoPro. He holds a Bachelor of Science degree from San Diego State University.
Senior Vice President of Business Development
Mr. Dawson leads PPC’s business development and marketing organization. He brings more than 25 years of experience in building and leading strategic business development, marketing, and delivery of IT and Professional Services organizations to PPC’s continued focus on delivering quality and value to its clients. Mr. Dawson has held executive positions in business development, marketing, and service delivery operations at professional services and IT technology companies such as XLA, GTSI, Robbins-Gioia, and Apple. Mr. Dawson holds a Bachelor of Arts degree from Boston College and is a graduate of The Executive Program of the University of Virginia’s Darden Graduate School of Business. Mr. Dawson also served as an infantry officer in the United States Marine Corps.
Senior Vice President of Strategic Programs
Mr. Thurman J. Allard is the Senior Vice President of Strategic Programs for PPC. Mr. Allard is a proven leader with an exceptional record of consistently delivering results on complex technical programs.
At PPC, Mr. Allard is responsible for the development and management of programs for the Department of Energy laboratories with the goal of establishing PPC as the information technology partner of choice for the Department.
Mr. Allard brings a wealth of experience in the development, deployment and management of a wide range of technologies and systems. Prior to joining PPC, T. J. spent over 30 years with Sandia National Laboratories where he held multiple leadership positions and included partnering with a broad set of both government and commercial customers. Mr. Allard's experience includes system design, technology development, Government Relations, management of programs in excess of $50M, guiding the Laboratory's efforts in combating terrorism, and ISO-registered management system design and implementation. T. J. received a Bachelors of Science degree in Electrical Engineering from the University of New Mexico and a Masters of Science degree in Electrical Engineering from Purdue University. Mr. Allard is also a Fellow of MIT's Seminar XXI program.
Vice President, Energy, Environment, and Strategic Solutions
Over 20 years of management experience in assisting organizations in meeting their business and IT transformation goals, including 4 years as The Department of Treasury Inspector General for Tax Administration’s Director of Policy and Planning where he served as the Bureau Chief Architect responsible for implementing performance based project and configuration management processes.
As Vice President of Energy, Environmental, and Strategic Solutions at PPC, he is an integral member of the management team responsible for revenue, profit, growth, utilization, and customer satisfaction. His goal is to achieve significant business growth through delivery of mission solutions based on proven methods and technology thought leadership.
His management experiences include: Practice Principal at Hewlett-Packard, Sr. Director for Federal Solutions at Centuria Corporation, Director of Federal-Civilian programs at BDM and TRW, Federal-Civilian Client Principal at Hewlett-Packard, and Director of Federal-Civilian Operations for Apogen Technologies. Mr. McDonald is focused on improving service to the citizen by bringing innovative solutions to the Federal marketplace.
Vice President, Contracts and Procurement
Mr. Dill is responsible for PPC’s Contracts and Procurement functions and all formal interactions with federal, state and local, and commercial clients, subcontractors, and suppliers.
Mr. Dill has over 30 years of experience in Acquisition and Logistics Management. He has extensive experience in both the public and private sector encompassing financial management and control; budget planning, preparation, and execution; cost and pricing preparation, evaluation, and negotiations; strategic alliances, joint ventures; and risk management and compliance. Mr. Dill is a former active duty US Army Contracting Officer (with unlimited warrant) and a retired member of the US Army Acquisition Corps (Reserve Component). He received DAWIA certifications in both Contracting and Program Management, and also served as a certified Army Instructor. Mr. Dill is an active member of the National Contract Management Association and earned the prestigious designation of NCMA Fellow in 2010.
Prior to joining PPC Mr. Dill held leadership positions at Novetta Solutions/White Oak Technologies, and CACI INC-FEDERAL. Mr. Dill earned a BA in History from Western Maryland College, and completed his MBA in Contracting at the Florida Institute of Technology.
