Toward a U.S. Emission Trading System - Lessons Learned and Linkage to Other Systems

Overview
As the United States considers various regulatory or legislative approaches to mitigate the generation and release of greenhouse gas emissions, it is important to consider the lessons learned from previously implemented emission trading systems and to explore ways to ensure that the U.S. trading system can be linked to other trading systems. The experience of the European Union Emission Trading System (EU ETS), and the United Kingdom’s efforts in regard to its participation in that system, provides a wealth of information.
