Craig S. Cheney

Senior Vice President and Director of Environmental Consulting and Program and Project Management Consulting

Under Mr. Cheney’s direction, the Program and Project Management Consulting Sector provides strategic and operational support for managing large projects, including the use of earned value management systems, capital planning and investment control, and evaluation of project compliance with OMB and other federal standards.  

Mr. Cheney has built and led environmental and energy consulting practices for more than 12 years. He has demonstrated a consistent record of revenue growth and diversification in his consulting practices, and has routinely developed and introduced into his client’s operations new tools and approaches that use the latest technologies and state-of-the-art management consulting practices.  

Mr. Cheney has demonstrated national expertise in several critical energy and environmental consulting areas, including national energy and environmental reports and studies; streamlining environmental restoration projects and regulatory analysis; environmental training design and delivery; and environmental audits and assessment.  

In particular, Mr. Cheney has developed first-of-a-kind performance tracking and measurement programs within the Department of Energy (DOE) Office of Energy Efficiency that evaluate the impacts of voluntary energy efficiency and greenhouse gas emission reductions efforts among the largest industrial energy users in the country. These measures are now the basis for peer-reviewed methodologies to translate level of activity data into actual energy efficiency reduction metrics.

Mr. Cheney also led DOE’s efforts to address National Research Council concerns and OMB requirements regarding its management of capital projects. Mr. Cheney has been the major developer and instructor of a project management training and career development program that DOE is using to ensure that its project managers become certified.  

Mr. Cheney worked at ICF Consulting from 1987 to 1993, where he participated in projects of national and international visibility, such as the DOE Tiger Teams that conducted detailed environmental compliance and management audits at all of the country’s nuclear weapons facilities. Mr. Cheney also assisted countries emerging from post-Soviet control in establishing their first national environmental programs. In particular, Mr. Cheney managed an eight-month implementation program in Slovakia to design and implement a national environmental management program for solid and hazardous waste.  

Mr. Cheney is very active in his community, and was recently elected to a 4-year term on the City of Falls Church School Board.
