Protecting Intellectual Property in International Commerce
The United States Patent and Trademark Office (USPTO) has the responsibility of protecting the intellectual property of the US while fostering international commerce through the issuance of new patents and trademarks. The USPTO receives over 400,000 patent applications and 300,000 trademark applications per year. Each application must be compared to all previous applications to ensure that it is unique and also must be compared to patents and/or trademarks issued by another country.
PPC designed, engineered, implemented, and maintains the Trilateral Network, the secure network that links the USPTO with the European Patent Office, the Japanese Intellectual Property Office, and the World Intellectual Property Office, allowing examiners to conduct global searches on existing patents and trademarks. The system uses BlueRidge BorderGuard VPN technology to provide a secure connection between member nations. Over 200 countries are linked through the Trilateral Network. PPC also designed and implemented an intrusion detection system to identify security breaches to the network. The TRINET Intrusion Detection System (IDS) uses Cisco NetRanger technology with four sensors, two at each end of the VPN sleeve to monitor both Route Up and Route Down traffic. PPC provides weekly monitoring and analysis of all IDS alarms. PPC monitors the system for any unauthorized attempts to gain access to member networks, equipment, and data resources. In any given week, there are a minimum of 300 alarms that need to be analyzed and reported.
In 2003, USPTO launched a major initiative, the Patent Enterprise Access Integration (PEAI) program, to provide increased access, during and after prosecution, to the content related to patent applications filed with the USPTO to member examiners of the Trilateral Offices. Since TRINET already offers a robust, secure, and proven link between the member nations, the TRINET infrastructure will be utilized for the secure exchange of documents between the Trilateral Offices. Recently, TRINET was migrated to an internet-based solution resulting in a $12,000 per month cost savings in frame-relay leased line charges.
