Program Effectiveness Assessment


Business Objective:

In order to continue to set the baseline for water quality in the Nation’s waters and to provide the scientific basis for regulation of water quality, OST must fully understand the effectiveness of it’s programs. OST management must understand past and current performance against the mission and goals in order to ensure that future efforts allow EPA to manage new challenges such as emerging contaminants with the highest level of scientific rigor.

PPC Solution:

PPC performed a complete assessment of OST’s past and present performance measures, evaluating the measures not only for their results, but for their ability to provide OST management with actionable information. Based on this evaluation PPC developed a revised set of performance metrics that will provide complete and insightful information for evaluating OST’s performance in the future.


Project Details:

• Measured to-date program performance
• Evaluated quality and usefulness of existing performance measures
• Developed a revised performance measurement plan to provide more accurate insight into OST’s performance

Project Results:

• Enabled OST management to understand the status and quality of the program’s current efforts.
• Highlighted program weaknesses and identified opportunities to refine strategic goals to address those weaknesses.
• Provided a path forward for measuring and evaluating OST performance.
