Business Objective:
Assist EPA in collecting performance data to understand and identify ways to improve remediation system design and operation. Currently, data in EPA’s data collection system (CERCLIS) does not provide the full picture of remedy performance as reported through the 5-Year Reviews. EPA requires a comprehensive evaluation of 5-Year Reviews on a national level in order to accurately identify common issues and trends in remedy performance.

PPC Solution:
PPC performed data entry and analysis on all FY 2003 and 2004 reviews. PPC also performed data analysis at the EPA Region level to determine deficiencies in review compliance with existing guidance and to evaluate overall data quality. PPC analyzed all remedy issues and recommendations to identify long- term remedy performance measure and trends.

Project Details:

• Evaluated all FY 2003 and 2004 reviews (over 300 reviews) and entered all required data into CERCLIS.

• Identified common deficiencies in Five-Year Review guidance compliance across all regions and nationwide.

• Evaluated issues and recommendations for certain remedies to assist EPA with identifying and establishing program performance measures.

Project Results:

• PPC’s analysis has allowed the Five-Year Review program to:

• Promote data consistency across all regions;

• Evaluate the effectiveness of remedies across the entire  remedy life-cycle (post construction complete); and

•Identify long-term remedy performance measures and trends.
